QUALIFICATIONS:
1. Master's Degree
2. Valid Ohio special education teacher's license; valid Ohio administrator license
3. Minimum of three years teaching experience teaching children with disabilities
4. Minimum of two years of administrative experience preferred
5. Must possess a valid Ohio driver's license or have transportation to off-site job-related functions
6. Successful completion of BCI/FBI background checks


GENERAL DESCRIPTION:
Provide leadership in the development of special education programs by facilitating professional development, implementation of curriculum, instruction, assessment, and coaching/evaluation of certified and non-certified staff while communicating and resolving problems with staff, parents, and school district personnel.

 

ESSENTIAL FUNCTIONS: (The below list is not ranked in order of importance.)
1. Ensure safety of students, taking all necessary and reasonable precautions to protect students, equipment, materials, and facilities
2. Supervise the location, identification, and evaluation process for students in Muskingum Valley ESC cooperative special education classrooms
3. Consult with teaching staff to determine the needs of students, including related services, behavior management, transition planning and best practice instructional strategies
4. Collaborate with school administration for student placement needs, program implementation, and recommendations regarding all aspects of special education programs, as assigned
5. Consult with teachers to determine instructional materials and supplies needed for the program and determine if materials, equipment, and other supports are available and are adequately and properly used
6. Monitor classrooms to ensure operations are in accordance with approved policies, procedures and state and federal guidelines
7. Collaborate with agencies that provide services to students with disabilities, and connect teachers, students, and parents to these agencies
8. Coordinate and monitor special education program curriculum, instruction, and assessment on a systematic basis
9. Supervise and evaluate the job performance of classified and certified staff members
10. Coordinate staff professional development opportunities and provide professional development to the MVESC region in the areas of special education, leadership, and social-emotional learning
11. Communicate frequently and clearly with district coordinators, staff, parents, and guardians. Resolve problems and respond in a timely manner.
12. Attend IEP meetings and other student-centered meetings as necessary to resolve issues and ensure the appropriate development and implementation of programs and services
13. Monitor enrollment, class size and final authorization for placement, transfer, or removal of students from cooperative special education classrooms
14. Coordinate student transportation with local school districts, as needed
15. Provide important information such as monthly attendance reports, Education Management Information System (EMIS) data, IEP/ETR paperwork and assessment needs and results to districts in a timely manner
16. Assist in coordination of hiring personnel for special education programs
17. Assume responsibility for personal professional growth
18. Report to the Superintendent in a timely manner pertinent issues within the service area that require his/her attention
19. Complete written reports as assigned by the administration in an accurate and timely manner
20. Demonstrates regular and predictable attendance
21. Maintains required license(s)
22. Remains free of any alcohol or non-prescribed controlled substance abuse in the workplace throughout his/her employment at the Center.
23. Serves as a role model for students in how to conduct themselves as citizens and as responsible, intelligent human beings
24. Helps instill in students the belief in and practice of ethical principles and democratic values


OTHER DUTIES AND RESPONSIBILITIES:
Performs all other duties as required or requested by the Superintendent


ADDITIONAL WORKING CONDITIONS:
1. Typical office setting; on occasion will be required to load and unload supplies, materials, and equipment for off-site projects.
2. The employee is determined to be at Category 1 regarding exposure to bodily fluids including blood, human tissue, or bodily fluids and must make "universal precautions" a standard operating procedure.


KNOWLEDGE OF:
Basic knowledge of board policies and procedures; thorough knowledge of individual educational plans, teaching techniques and strategies, lesson planning, local state and federal laws, rules and regulations regarding special education and at-risk programming, the concept of least restrictive environment, and special education courses of study.

 

SKILLS IN:
Written composition and technical writing, record keeping, planning and organization, student performance evaluation, diagnostic/prescriptive teaching, classroom management, effective communication, and public speaking

 

ABILITY TO:
Ability to provide consultation and assistance to school personnel, to develop individual educational plans which correlate to the ETR and IEP; to demonstrate best practice teaching techniques, including organization of the learning environment; curriculum analysis and deployment; resource mobilization and a variety of education techniques designed for different learning styles; to develop rapport with students, parents, primary care takers and co-workers; to prepare reports; to maintain records; and to communicate effectively. Ability to assist in the design of sequential programs leading to independence as an adult with objectives that encompass one or more occupational skills.

 

EQUIPMENT OPERATED:
Typical school technology as well as assistive technology (e.g., communication devices, etc.)

 

TERMS OF EMPLOYMENT:
Dates of the work period will be stated in the employment contract

 

PERFORMANCE EVALUATION:
The Special Education Supervisor will be evaluated by the Superintendent or his or her designee in accordance with the procedures identified by law and including the standards established by the organization. The employee will be given a copy of the evaluation instrument and standards in advance and he or she will be expected to conduct a self-evaluation and establish a minimum of one goal annually to advance knowledge, skill and/or ability in a job-related area.
